Height Monitoring Procedures

Note: In the following text where monitoring is mentioned it refers to height keeping performance monitoring.

For aircraft operating in EUR RVSM airspace the RMA establishes and reviews group monitoring requirements based on height measurement data collected from all operationally approved aircraft.

  1. When RVSM operations approval has been issued to an operator their state Authority will provide the information to the RMA to which it is attached. RVSM operations approval information is exchanged between different RMAs. (Links to other RMAs).

  2. Operators need to inform their state authority of any aircraft they intend to remove from their fleet of RVSM approved aircraft. The State Authority will pass this information to the RMA.

  3. Approved aircraft regularly flying within the coverage of HMUs are expected to automatically fulfil monitoring requirements during normal day-to-day operations.

  4. Based on aircraft and operator information the EUR RMA will:

    • identify the number of airframes required to be monitored to meet an operator’s European monitoring targets; 
    • take into account available monitoring data for all operator airframes including age of the data;
    • determine if required monitoring data will be obtained automatically through HMU monitoring without the need for operator notification;
    • contact an operator if there is need for specific monitoring action.

  5. For a successful HMU measurement it is necessary for the aircraft to be in level flight for a minimum of 5 minutes, between FL290 and FL410 (inclusive) and within the coverage of the HMU. (EUR Region HMU Locations).

  6. When an aircraft is not expected to fly over an HMU, the RMA will ask the operator to co-operate for a GMU monitoring flight. A charge will be payable to the GMU operator for this service. (See GMU).

  7. Monitoring Results may be viewed above. Alternatively contact the RMA to ascertain that aircraft/fleet information are up to date and monitored performance is acceptable EURrma.support@eurocontrol.int.

  8. Anomalous height keeping performance of an individual airframe will be followed-up by the RMA who will contact the operator and (if necessary) state authorities to seek a timely and satisfactory resolution.

  9. It is important for each RMA to have an accurate contact record. Therefore operators are requested to include a completed USC Form 2 with their first contact with the EUR RMA.

Minimum Monitoring Requirements

All operators which operate in EUR airspace where RVSM is applied are required to participate in the ongoing monitoring programme. The table below shows minimum monitoring requirements. Operators are requested to ensure that the required number of aircraft are monitored to comply with the ongoing biennial monitoring requirement. New operators, or operators with new aircraft, should attempt to have the aircraft monitored within latest six months of gaining RVSM operations approval.

Example 1: An operator with 8 x B738. - The monitoring requirement is 10% of the fleet with a minimum of 2 aircraft. In this example two aircraft need to be monitored within latest six months of obtaining RVSM operations approval and at least once every two years thereafter.

Example 2: An operator with 5 x B703. - The Minimum monitoring requirement is 100% of the fleet - all five aircraft need to meet the six month and two year requirements.

Note: In practice most aircraft flying in the core area, and near to the HMUs, will be automatically height monitored and the results credited to the current operator providing that the RVSM operations approval has been reported to the RMA (Regional Monitoring Agency) by the state issuing RVSM ops approval.

Applicability of Data from Other Regions

Monitoring data obtained in conjunction with other RMA monitoring programs may be used to meet the European Monitoring requirements.

Note. For the purpose of monitoring, aircraft types within parenthesis [ ] can be considered as belonging to the same group.

Post RVSM Implementation Monitoring requirements
