ICAO Flight Planning Requirements for RVSM Airspace
REQUIREMENTS
The EUR RVSM flight plan requirements contained in the ICAO Regional Supplementary Procedures for Europe (Doc 7030 EUR) include the following categories of aircraft:
- RVSM approved civil aircraft
- RVSM approved State aircraft
- non-RVSM approved State aircraft
- non-RVSM approved civil aircraft
- formation flights of State aircraft
Note: For the purposes of European RVSM, only aircraft used in military, customs or police service qualify as State Aircraft. Such State aircraft are entitled to operate within the EUR RVSM airspace, regardless of the RVSM status of the aircraft. National Aeronautical Information Publications (AIPs) require State aircraft to insert the letter 'M' in Item 8 of the ICAO flight plan form.
PROCESSING AND DISTRIBUTION
A centralised flight plan processing and distribution service has been established under the authority of the EUROCONTROL Central Flow Management Unit (CFMU). The service is provided by the Integrated Initial Flight Plan Processing System (IFPS) and covers that part of the ICAO European Region known as the IFPS Zone (IFPZ).
The EUROCONTROL CFMU publication IFPS USERS MANUAL was created to provide all users of the IFPS service with an easy-to-access reference manual, containing all of the necessary procedures and information in order for users to be able to construct, transmit or, when necessary, correct flight plan and associated update messages.
| RVSM Approved Civil Aircraft |

a. Operators of RVSM approved civil aircraft are required to indicate the approval status by inserting the letter W in Item 10 of the ICAO flight plan form or in Item Q of the repetitive flight plan, regardless of the requested flight level. If a change of aircraft results in a modification of the RVSM approval status, the operator is required to submit a modification message (CHG).
b. Operators of RVSM approved civil aircraft intending to operate from non-RVSM airspace to adjacent RVSM airspace shall include, in Item 15 of the ICAO flight plan form, the entry point at the lateral limits of RVSM airspace and the requested flight level for that portion of the route commencing at the entry point.
c. Operators of RVSM approved civil aircraft intending to operate from RVSM airspace to adjacent non-RVSM airspace shall include, in Item 15 of the ICAO flight plan form, the exit point at the lateral limit of RVSM airspace and the requested flight level for that portion of the route commencing at the exit point.

| RVSM Approved State Aircraft |

a. Operators of RVSM approved State aircraft are required to insert the letter M in Item 8 and the letter W in Item 10 of the ICAO flight plan form, regardless of the requested flight level. For the purposes of EUR RVSM, only aircraft used in military, customs and police services qualify as State aircraft.
b. Operators of RVSM approved State aircraft intending to operate from non-RVSM airspace to adjacent RVSM airspace shall include, in Item 15 of the ICAO flight plan form, the entry point at the lateral limits of RVSM airspace and the requested flight level for that portion of the route commencing at the entry point.
c. Operators of RVSM approved State aircraft intending to operate from RVSM airspace to adjacent non-RVSM airspace shall include, in Item 15 of the ICAO flight plan form, the exit point at the lateral limit of RVSM airspace and the requested flight level for that portion of the route commencing at the exit point.

| Non-RVSM Approved State Aircraft |

a. Operators of non-RVSM approved State aircraft with a requested cruising level of FL 290 or above are required to insert the letter M in Item 8 and STS/NONRVSM in Item 18 of the ICAO flight plan form, but they are not to insert the letter W in Item 10.
b. Operators of non-RVSM approved State aircraft intending to operate from non-RVSM airspace to adjacent RVSM airspace shall include, in Item 15 of the ICAO flight plan form, the entry point at the lateral limits of RVSM airspace and the requested flight level for that portion of the route commencing at the entry point.
c. Operators of non-RVSM approved State aircraft intending to operate from RVSM airspace to adjacent non-RVSM airspace shall include, in Item 15 of the ICAO flight plan form, the exit point at the lateral limit of RVSM airspace and the requested flight level for that portion of the route commencing at the exit point.
d. Operators of non-RVSM approved State aircraft with a requested cruising level of FL 290 or above shall insert STS/NONRVSM in Item 18 of the ICAO flight plan form.

| Non-RVSM Approved Civil Aircraft |

a. Except for operations within RVSM transition airspace, Operators of non-RVSM approved civil aircraft are required to flight plan to operate outside RVSM airspace, and are not to insert the letter W in Item 10.
b. Operators of non-RVSM approved civil aircraft intending to operate from a departure aerodrome to a destination aerodrome, both of which are within the lateral limits of RVSM airspace, shall include in Item 15 of the ICAO flight plan form, a requested cruising level below FL 290.
c. Operators of non-RVSM approved civil aircraft intending to operate from a departure aerodrome within the lateral limits of RVSM airspace to a destination aerodrome outside the lateral limits of RVSM airspace at a cruising level of FL 290 or above shall include the following in Item 15 of the ICAO flight plan form:
i) a requested flight level below FL 290 for that portion of the route within the lateral limits of RVSM airspace; and
ii) the exit point at the lateral limits of RVSM airspace and the requested flight level for that portion of the route commencing at the exit point.
d. Operators of non-RVSM approved civil aircraft intending to operate from a departure aerodrome outside the lateral limits of RVSM airspace at a cruising level of FL 290 or above to a destination aerodrome within the lateral limits of RVSM airspace shall include the following in Item 15 of the ICAO flight plan form:
i) the entry point at the lateral limits of RVSM airspace; and
ii) the requested flight level below FL 290 for that portion of the route commencing at the entry point.

| Formation Flights of State Aircraft |
|
Operators of formation flights of State aircraft shall not insert the letter W in Item 10 of the ICAO flight plan form, regardless of the RVSM approval status of the aircraft concerned. Operators of formation flights of State aircraft intending to operate within the EUR RVSM airspace as general air traffic (GAT) shall include STS/NONRVSM in Item 18 of the ICAO flight plan form. |
| Repetitive Flight Plans |

All operators filing RPLs shall include in Item Q of the RPL all equipment and capability information in conformity with Item 10 of the ICAO flight plan form.
When there is a change of equipment or capability for a flight which is subject to an RPL, a modification message (CHG) for the day of operation shall be sent not earlier than 20 hours before the estimated off-block time.
