Navigation Action Plan
The Navigation Action Plan has been developed to support cost-effective increases in airspace and airport capacity through the development and application of navigation capabilities within the framework of the ATM 2000+ strategy, the ECAC Navigation Strategy and related ICAO and JAA material.
To achieve this, the programme addresses the technical, regulatory and institutional aspects of the application of the navigation function from gate-to-gate and concentrates, in particular, on the requirements for onboard navigation systems, navaid infrastructure and the operational procedures.
Much of the effort within the Navigation Programme is concentrated on the navigation applications set out in the Navigation Strategy. These applications include, inter alia, the use of automated ATM tools with RNAV in terminal airspace, the use of RNAV during approach operations, and the use of closely spaced parallel routes. The technical and operational requirements of such applications together with the operational, environmental and financial benefits (capacity and efficiency) which could be achieved will be assessed. The work is being co-ordinated with the Airspace Management, Airport Operations, Aeronautical Information Services, Air Traffic and Data Processing domains within EUROCONTROL
In parallel, the other activities in the Navigation Programme will be responsible for the development of:
- Functional and operational specifications for airborne equipment meeting the Airspace and Airport Navigation requirements
- Functional and operational requirements, and quality standards for the navigation infrastructure
- Draft navigation safety policies, meeting the EATMP safety objectives, and the execution of safety evaluations
- Post implementation monitoring and data gathering
Where results of these studies warrant modifications to the Navigation
Strategy, they will be submitted to the ANT for review and endorsement.
